Message automatic transmission fluid NOT power steering fluid as the HICAS does not use that type of fluid.

When the temp is colder the viscosity of the fluid is thicker so it doesn't allow the sensor float to sink past the level where it triggers the light. But once the fluid is warmed up it "thins out", the sensor drops past the designated area and triggers the light. Also as the fluid slops around it raises and lowers the sensor point which is why when you decelerate you sometimes get the light on.

However, all that being said, the HICAS is a closed system so if your fluid is low it means it is leaking someplace. Could be just a little, likely at one of the myriad of hose connections near the pump or from the reservoir, but over time this will cause the light to come on eventually.

Tightening the hose clamps sometimes helps but many of them are a pain to get to so it's not a quick job for the most part, but if you have your intake piping or radiator removed it's a good time to do it.
